PKV change: Aging provisions remain transferable

The federal government has no evidence of a lack of competition between private health insurers. The driver for premium increases is increasing expenses for insured services. It can be assumed that cost increases will affect private health insurers equally, according to the federal government’s answer (21/3517) to a minor question (21/3260) from the AfD parliamentary group.

The answer says:

Contributions to private health insurance (PKV) are currently rising significantly more than to statutory health insurance (GKV), which is increasingly endangering the long-term affordability of PKV. An extraordinary premium explosion is even expected for 2026, which could affect over 60 percent of insured people. According to forecasts, contributions could rise by up to 13 percent this year, which will place considerable financial burdens on many insured persons.

The parliamentary news continues:

Anyone who has taken out private health insurance since 2009 can take aging provisions with them when switching to another provider. This was introduced by the Statutory Health Insurance Competition Strengthening Act of 2007.

The amount that can be taken with you (transfer value) is limited to the aging provision for the part of the insurance whose benefits correspond to the basic tariff. The limitation of the transfer value has risk-related reasons. According to the information, the basic tariff was introduced in 2009.
