In Geneva, the USA, Ukraine and European partners are negotiating Trump’s peace plan. Kyiv and its allies are pushing for adjustments. Security guarantees from Washington are required.

Behind closed doors in Geneva, representatives from the USA, Ukraine, Germany, France, Great Britain, Italy and the EU are currently negotiating Washington’s 28-point plan to end Russia’s war of aggression against Ukraine. According to a report by Bloomberg and dpa, Kiev and its European allies are calling for fundamental adjustments to the plan. According to insiders, the following points are up for debate:

  • The USA should grant Ukraine security guarantees similar to the NATO assistance clause. In return, Washington will receive an unknown amount of money.

  • Frozen Russian assets should be used for reconstruction and compensation for Ukraine.

  • Talks with Russia about an exchange of territory should only take place after the end of the war along the current line of contact.

  • Kiev should also not cede any places to Russia that are not yet occupied by Moscow’s troops.

  • There should be no de facto recognition of the territories occupied by Russia.

  • The sanctions against Russia are to be lifted gradually. As long as Moscow sticks to the agreements, the country should be gradually reintegrated into the global economy.

  • Russian assets should remain frozen unless Moscow agrees to pay for the war damage.

  • Ukraine’s accession to NATO should not be explicitly ruled out.

  • There should be no general amnesty for war crimes.

Already on the sidelines of the G20 summit in South Africa, European heads of state and government, together with Canada and Japan, rejected the idea of ​​restricting Ukraine’s borders or limiting its armed forces. Only a possible increase in the upper limit is being discussed: Kiev had declared that the army must have at least 800,000 soldiers in peacetime, while the 28-point plan calls for 600,000.

There appears to be widespread agreement on the return of all hostages, including kidnapped children. A program for family reunification and regulations to alleviate the suffering of war victims are proposed. Any signed agreement would be monitored by Washington and guaranteed by a peace body chaired by US President Donald Trump.
