Saudi Budget Q3 2025: Revenues, Spending & Deficit – Al-Marsad

Al-Marsad newspaper: Today, the Ministry of Finance announced the state’s general budget performance report for the third quarter of 2025, which showed a financial deficit of 88.5 billion riyals.

According to the report, total revenues amounted to 270 billion riyals, while expenses amounted to 358 billion riyals during the same period.

Saudi budget expenditures increased in the third quarter by 6% to reach 358 billion riyals, while revenues fell by 13% to record 270 billion riyals.

Non-oil revenues also continued to grow during the third quarter, reaching about 119 billion riyals, an increase of 1% compared to the same period of the previous year.

Spending on social benefits increased to reach about 86 billion riyals by the end of the third quarter of 2025.
