The Metropolis of Lyon does not want owners to adopt bad habits, and for tenants to give up when it comes to respecting their rights.
While the 2023 prefectural decree on rent control was annulled by administrative justice, the community communicated this Monday that the measure remains in force.
“Incorrect information may have circulated following the annulment of the 2023 prefectural decree by the Administrative Court on October 14, 2025, following a formal defect. However, rent control has never ceased to apply to Lyon and Villeurbanne”warns the Metropolis, which encourages tenants to “continue to assert their rights”.
As a reminder, since the implementation of the framework during the mandate, more than 496 reports have been investigated by State services, a sharp increase since 2022. And 321 situations have been regularized, for an amount of overpayments returned to tenants of 768,872 euros, or on average 2,400 euros per tenant.
Tenants, owners and real estate professionals can continue to check rent compliance by taking the test on the Lyon Métropole online simulator. More than 1.2 million simulations have already been recorded.
