The participation of Russia and Europe in these talks marks a step forward from the previous phase, during which the Americans conducted separate negotiations with each side.
However, it is unlikely that Kirill Dmitriev will hold direct talks with Ukrainian and European negotiators, as relations between the two parties remain extremely tense. Moscow notably claims that Europe’s participation in the talks only harms the process and presents the continent’s leaders as favorable to war.
