Ukraine-Russia Ceasefire: West’s 72-Hour Response Plan

Ukrainian, European and American representatives discussed the plan several times in December and January. It includes a multi-level response to any ceasefire violation by Russia.

The proposal includes three points. The first, which would occur within 24 hours of a Russian ceasefire violation, would mean a diplomatic warning. If necessary, the Ukrainian army would then intervene.

If the Russian attacks were to continue, the proposal would move to a second phase of the intervention, which involves the deployment of willing coalition forces from “many EU countries, the United Kingdom, Norway, Iceland and Turkey,” the British daily wrote.

The last point of the multi-level plan envisages that, in the event of a wider attack, a coordinated response by forces supported by the West, including the US military, would be launched within 72 hours of the first breach of the ceasefire.

However, The Financial Times noted that many details of the plan are still unclear. Security guarantees will then depend on a permanent ceasefire.

Russia rejects not only the deployment of foreign troops in Ukraine, but also any ceasefire and direct negotiations between President Volodymyr Zelensky and Kremlin leader Vladimir Putin. Ukraine agreed to a cease-fire last March, and repeatedly offered Russia a meeting between the two leaders.
