Ukrainian President Volodymyr Zelensky said he was ready to cooperate with the United States (US) in discussing a peace plan to end the war in his region. Zelensky hopes to have direct discussions with President Donald Trump, in the near future, to discuss the peace plan.

The 28-point peace plan has not yet been released to the public. But White House Secretary Karoline Leavitt said at a press conference that Secretary of State Marco Rubio and US Special Envoy Steve Witkoff had been quietly working on the peace plan for the past month.

Leavitt also revealed that Trump supports the Russian-Ukrainian peace plan.

“It’s a good plan for Russia and Ukraine, and we believe it will be acceptable to both sides,” he said, adding that the US provides equal involvement between Moscow and Kyiv in the peace plan.

A number of European countries oppose the peace plan, which sources say would require Ukraine to cede more territory and disarm some of its weapons. The terms have long been seen as a form of surrender by Kyiv’s allies.

However, Zelensky, as reported ReutersFriday (21/11/2025), whose office stated that it had received the draft peace plan, said that Ukraine and the US would cooperate on several elements of the peace plan.

Zelensky said he had just met with US Army Minister Daniel Driscoll in Kyiv recently, where Driscoll handed over the draft peace plan on Thursday (20/11) local time.

“Our teams — Ukraine and the US — will work on the points of the plan to end the war,” Zelensky said in a statement via Telegram.

“We are ready to work together constructively, honestly and quickly,” he stressed.

In a separate statement, Ukraine’s presidential office said Zelensky had “outlined fundamental principles that are important to our people”.

“In the next few days, the Ukrainian President plans to discuss with President Trump the existing diplomatic opportunities and key points necessary to achieve peace,” the Ukrainian presidential office said.

According to a number of sources quoted Reutersthe peace plan was the result of secret conversations between Witkoff and Kirill Dmitriev who is the Special Envoy of Russian President Vladimir Putin. Moscow has so far not responded publicly.

Meanwhile Rubio, in a statement via social media X, said that the US “will continue to develop a list of potential ideas for ending this war based on input from both sides of this conflict”. He said that peace would require concessions from Moscow and Kyiv.

It was said by the US military’s chief public envoy, Colonel Dave Butler that Zelensky had agreed to move quickly towards an agreement and signing a peace plan. Butler stressed the US wanted to make sure this was a “good plan for the Ukrainian people”.
