Russia-Ukraine War: US Missile Allegation

Russia accused Ukrainian forces of firing four long-range ATACMS missiles made in the United States (US) at the city of Voronezh within its territory. Moscow said Kyiv’s missile attack with ATACMS was aimed at civilian targets on Russian territory.

Ukraine’s military said on Tuesday (18/11) that its forces had struck military targets on Russian territory with US-supplied ATACMS missiles. Kyiv called it a “significant development”.

Ukraine received the system in 2023, but initially limited its use to its own territory, nearly a fifth of which is controlled by Russian forces.

Russian Ministry of Defense, as reported ReutersWednesday (19/11/2025), confirmed that four ATACMS missiles had been fired by Ukraine into the Voronezh region. It was claimed by the Ministry of Defense that the missiles had been shot down by Russian air defense systems.




“The crew of the S-400 air defense and Pantsir missile and weapon systems have shot down all ATACMS missiles,” the Russian Defense Ministry said in a statement via Telegram.

Debris falling from the destroyed missile, the Russian Defense Ministry said, caused damage to the roof of a nursing home in the Voronezh area and to an orphanage, as well as a local resident’s house.

It was emphasized that there were no fatalities or injuries among civilians due to the missile fragments.

The Russian Defense Ministry published photos of missile debris and said that air reconnaissance troops identified the Kharkiv region in Ukraine as the launch site for the ATACMS missiles.

Russia said its forces had fired a number of Iskander-M missiles to destroy two Ukrainian multiple rocket launchers.

In January, Ukraine attacked Russian territory with US-made ATACMS missiles, with six long-range missiles launched into the Belgorod border region.

Meanwhile, after Kyiv fired US-supplied ATACMS missiles and British-supplied Storm Shadow missiles at Russia last year, President Vladimir Putin ordered hypersonic missiles launched into Ukrainian territory.
