Makati Business Club Calls for Transparent Review of 2025 Budget

MANILA, Philippines — The Makati Business Club (MBC) has issued a strong directive for the need to review and adjust the approved bicameral budget for the upcoming year, advocating for a “more transparent and accountable process” before its final approval.

Key Concerns Raised by MBC

In a statement released on December 29, MBC praised President Marcos for his scrutiny of the budget, but expressed grave concerns regarding the bicameral committee’s version. Specifically, the club was “alarmed” by the substantial budget allocated to the Department of Public Works and Highways, which exceeded education sector funding. This move potentially breaches the constitutional mandate prioritizing education spending.

Budgetary Adjustments Lack Justification

The group pointed out that Congress received a budget increase of P19 billion, citing a lack of explanation or justification for this adjustment. MBC also questioned the P26-billion allocation for financial assistance to “near-poor” families, emphasizing the absence of details on implementation methodologies and eligibility requirements for the assistance.

Health Insurance Subsidies Removed

Another contentious issue mentioned by MBC is the removal of the P74.43-billion subsidy for the state health insurer, Philippine Health Insurance Corp. The club believes that budgetary decisions should focus on addressing the needs and concerns of Filipino constituents.

Transparency and Accountability as Priorities

“MBC believes that the national budget should be designed to meet the needs of the Filipino people,” the statement continued. “Thus, MBC calls for more transparent and needs-aligned corrective actions to the 2025 budget.”

Implications for Budget Implementation

The concerns raised by MBC reflect the broader community’s expectations for fiscal transparency and accountability. The club’s advocacy might influence how budgetary decisions are made and implemented, potentially leading to better allocation of resources and improved service delivery across vital sectors such as education and healthcare.
