While the purchase price is a mere €1,buyers are required to pay a deposit,typically ranging from €2,000 to €5,000. This deposit is fully refundable upon completion of the renovation work, ensuring that buyers are serious about their commitment. This deposit acts as a guarantee that the renovation will be completed.

The motivation Behind the Initiative: Reversing Population Decline

Mayor Petrucci explains that Penne, like many similar towns, has faced a steady decline in population. The €1 home program is a direct response to this trend, aiming to attract new residents and breathe life back into the community.

The first sales under the program occurred in 2022, with three houses sold for €1 each. A second wave of sales followed at the end of 2024,indicating growing interest in the initiative.

The available properties are typically older homes, some dating back to the Middle Ages. These houses often consist of three floors and range in size from 69 to 120 square meters.

Historically, many of these homes belonged to local farming families who migrated to larger cities in search of better opportunities. This exodus was exacerbated by the destruction caused during World War II and further emigration waves in the 1970s, as families sought work in factories or moved to countries like the United States, Belgium, and Venezuela.
