Civilian Threats and Legitimacy Challenges of Myanmar’s National Unity Government
The National Unity Government (NUG) in Myanmar, established to challenge the junta, faces a significant crisis of legitimacy due to the actions of some resistance forces under its control. These groups, initially seen as protectors of civilians, have become a menace, undermining the very principles the NUG was founded on.
A Grim Murder Highlights the Problem
On July 8, 2024, a 16-year-old boy from the All-Burma Federation of Students’ Union’s (ABFSU) local branch was found dead with multiple wounds near a cemetery in central Myanmar. This incident is emblematic of the broader issues within the NUG’s resistance forces. The ABFSU had clashed with a local resistance group prior to the incident, and the organization petitioned for justice immediately.
While the NUG condemned the murder and detained four suspects, the damage was already done. This act occurred amidst numerous reports of extrajudicial killings, unlawful arrests, torture, human rights violations, and even war crimes committed by various resistance groups under the NUG’s nominal control.
The Foundations of the NUG
The National Unity Government was formed in April 2021, aiming to weaken the junta’s governance mechanisms. Its mandate is outlined in the Federal Democracy Charter, released on March 31, 2021. The charter seeks to establish a federal union guaranteeing equality and self-determination for all citizens.
Following the charter’s release, U Yee Mon, the NUG’s defense minister, stressed that the NUG and its federal army had the responsibility to protect citizens since the junta’s forces were failing to do so. In May 2021, the People’s Defence Forces (PDF) were established to combat the junta.
The Role of People’s Administrations
Emerged shortly after the coup, people’s administrations served as interim ruling bodies, managing local affairs and formed in every captured locality. These bodies consist of the People’s Security Forces (PSF) and People’s Defence Organisations (PDO), collectively known as “The Three Pa.”
The Three Pa were initially tasked with maintaining law and order, overseeing local administration, and fighting against junta forces. However, recent developments have shown a shift in their roles and actions, with these groups becoming a threat to the very citizens they were supposed to protect.
The Crisis of Legitimacy
Recently, however, the gamekeepers have turned into poachers. The two armed wings have become a menace to civilians living inside the NUG-controlled territories.
Allegations of human rights violations are rampant. Members of PSFs and PDOs have been accused of raping detainees, several killing incidents have been reported, and some were involved in illegal timber extraction and gold mining.
Tensions between people’s administrations and locals occasionally flare up, and some have turned to violence to resolve these conflicts. Furthermore, the misuse of funds collected through checkpoints by some administrations has exacerbated these issues.
Corruption and the Impact on the NUG’s Reputation
Amidst these issues, corruption remains prevalent within The Three Pa. The NUG has faced criticism for its reluctance to address widespread corruption. However, some steps have been taken, with the suspension of problematic people’s administrations and the replacement of officials in others.
Despite these measures, incidents like the PDO’s seizure of toll gates in early January 2025 highlight the ongoing challenges. The NUG’s failure to consistently address such issues threatens its credibility and legitimacy, its very foundation as a protector of human rights and democracy.

The NUG, tasked with revolutionizing Myanmar’s governance, stands at a critical juncture. Its effectiveness and integrity are being tested as resistance forces, tasked to protect the citizens, sometimes become the source of their biggest problems. The need for accountability and reform is undeniable. The NUG must address the corruption and human rights violations to maintain its legitimacy and fulfill its mission.
The journey towards a fair and democratic Myanmar is fraught with challenges. Each step, however small, is crucial in ensuring a better future for the nation.
