On a snowy Saturday, shortly before noon, traffic near the Pärnu sports hall was busy. In addition to cars with Estonian, Finnish, Latvian and Lithuanian license plates maneuvering in the parking lot, dozens and dozens of dog owners with their pets were heading towards the hall. Some have a four-legged friend on a leash, others – in a cage or even in a stroller.
