West Virginia has stopped allowing SNAP benefits to buy soda as of January 1 under a USDA-approved Healthy Choices waiver aimed at improving long-term health. Water, milk, and 100% juice remain eligible. Retailers must comply by April 1; the waiver runs through 2027.
