The People’s Committee of Ho Chi Minh City has just published document No. 3137/UBND-VX on strengthening the management and compliance with laws on occupational safety and health (OSH) in the city.

Accordingly, the chairman of the city People’s Committee asked department, branch and sector heads to strengthen communication and dissemination of occupational safety and health regulations; to review the management of occupational safety and health, to focus on the assessment of occupational safety and health risks in construction activities, installation of equipment, repair and renovation of works, as well as in production and service activities generating dangerous and harmful factors. From there, to proactively organize the implementation of prevention and control measures.

Unit heads should proactively develop plans to inspect and monitor compliance with occupational safety and health laws within their management scope, fully implement periodic reporting regimes for workplace accidents (AOs), and report on annual OSH implementation in accordance with legal regulations.

The Chairman of the People’s Committee of Ho Chi Minh City ordered the Department of the Interior, People’s Committees of districts, communes and special zones to fully implement the state management tasks in occupational safety and health in Article 9 of Government Decree No. 128/2025/ND-CP dated June 11, 2025; to organize the implementation of the tasks falling under the responsibility of the People’s Committees at the municipal level in Chapter III of Decree No. 129/2025/ND-CP when organizing two-level local authorities in the field of employment and occupational safety.

Organize the collection and storage of information on the situation of workplace accidents involving employees working without an employment contract occurring in the area; establish an investigation team in accordance with regulations to investigate work accidents that seriously injure 1 employee, minor work accidents; open a statistical book of industrial accidents according to the prescribed form and implement the periodic reporting regime according to the prescribed deadline…

Compile a list of enterprises, production facilities, construction works in the management area and coordinate with the Ministry of the Interior, the Ministry of Construction and relevant units to inspect and monitor compliance with legal regulations on occupational safety and health; proactively prevent and stop technical incidents that result in loss of occupational safety and health.

In addition, the chairman of the city People’s Committee also asked township-level people’s committees, enterprises and production establishments in the region to regularly organize propaganda and fully update legal documents on occupational safety and health; to focus on risk assessment in production and construction activities; to fully implement technical solutions to prevent, eliminate and control dangerous and harmful factors that can cause work accidents and occupational diseases.

Organize the implementation of occupational safety and health training regulations in accordance with regulations; review and develop comprehensive internal rules, procedures and safe working measures; organize the distribution of instructions to employees before work; proactively develop a self-inspection plan on occupational safety and health in the unit and take measures to completely overcome gaps and deficiencies in the implementation of legal regulations…
