US Pasta Tariffs: Italy Duty Reduction Update

On the topic of American duties applied in the USA to pasta imports from some Italian companies, the Farnesina recalls that on 4 September 2025 the US Department of Commerce published the preliminary results on the duties to be applied to foreign products. Among these products were 13 Italian pasta brands accused of alleged commercial practices of exporting to the United States at costs lower than market prices (“dumping“). The preliminary outcome envisaged the imposition of a rate of 91.74%. In particular, the US authorities had accused two companies designated as ‘mandatory respondents’, La Molisana and Garofalo, of lacking or in any case insufficient cooperation with the investigation carried out, and consequently had applied the maximum tariff level established by the procedure to the two companies in question (and also to the remaining 11, including Barilla).

The companies involved, in particular Garofalo and La Molisana, immediately contested what they had been charged, asserting that they had always offered full and unreserved collaboration. The Italian Government has made these arguments its own, in a defense statement ‘ad adiuvandum’ filed through the Embassy in Washington, which was accompanied by a similar supporting note also filed by the European Commission. Subsequently, the same companies involved in the investigation provided the Department of Commerce with additional documentation, on the basis of which the US authorities carried out further investigations into the findings that had led to the preliminary decisions at the beginning of September. In the meantime, the provisional suspension (for 45 days) of the US Administration due to the so-called. ‘shutdown’ has led to a postponement of the deadlines for the conclusion of the investigation, initially scheduled for the first days of 2026.

In light of the activity carried out in the previous months, yesterday the United States Department of Commerce communicated some assessments – in advance of the conclusion of the investigation expected on March 11th – which significantly reconsider the amount of the provisional anti-dumping duties announced on September 4th, decreasing the duties paid by Italian companies. From 91.74%. The companies concerned now have the right, if they deem it, to submit further observations regarding the announced measures. Finally, we would like to remind you that the effectiveness of the measures in question remains suspended until the investigation has been concluded (11 March).
