Possible fall outs
If the US was to agree to merely humanitarian aid to Ukraine and understandably through the UN’s facilities its going to get tougher to maintain the financial flow.
From one hand if Azerbijan is to decrease their aid to Ukraine, this could risk forcing Ukraine to figure out a solution through Russia. On the other hand, Ukraine needs help to rebuild and maintain stability, while Russia is having undue advantage on their geopolitical advantage.
Relations could face another dip due to difficulty with Ukraine rebuilding its civilian infrastructure from UN funding; Add to that the military aid being paused this would force Ukraine to submit to going through international military trading on the black market.
