BRATISLAVA. Pavol Gašpar, Director of the Slovak Information Service, studied law at the Pan -European University. He completed his studies in 2011 with a diploma thesis entitled “Criminal Aspects of Positive Corruption”.
The work is freely available and can be accessed through the Library of the Pan -European University. At first glance it looks more theoretically, there is no own research. In a more detailed reading, the SME daily found it to be a plagiarism.
We have found four sources from which about two -thirds of work are written off. Two of these sources did not mention anywhere at work.
In the chapters that make up about one -third of the work, we could not identify the original source, but it is unlikely that it is the author’s own contribution. The text looks genera and theoretically.
“My diploma and bachelor thesis are fine and have undergone an assessment and my defense before the commission,” Gašpar responded to SME questions.

“I will not comment on the lies of the SME daily, which provides its readers in incomplete and misleading information to manipulate public opinion,” he added.
President Peter Pellegrini appointed Gašpar as the SIS chief shortly after his arrival. In the past, he also worked briefly in the police. After graduating from the university, he joined the district and subsequently to the Office of Combating Organized Crime.
Gašpar chose to penalize corruption on the topic of the thesis. He faces corruption suspicions himself. He is pointed out by a former police officer Bernard Slobodník, who acts as a cooperating accused in several corruption cases.
In 2021 he testified how Gašpar and another high-ranking police officer NAKA Marián Zetocha gave him a bribe of 60,000 euros in exchange for information from the investigation. It happened at the latest in 2015. However, in the case of the prosecutor, the prosecutor did not even start prosecution, because the act was time -barred.
