[서울경제TV 광주·전남=오중일 기자] In the last year of the 8th popularly elected term, Shinan-gun, South Jeolla Province, achieved the feat of securing a record-high financial resource of 330.5 billion won by sweeping large-scale public offering projects sponsored by the central government and public institutions. This is a huge amount, about 30% of Shinan County’s budget last year (KRW 964.8 billion), and is considered to have laid a strong foundation for revitalizing the local economy and sustainable development.
According to Shinan County on the 3rd, a total of 21 contested projects for major government ministries and public institutions in 2025 were finally selected. In particular, the resources secured this time are attracting attention as they will be invested intensively in key areas that are directly related to the lives of residents, beyond the simple scale.
The major projects selected this time are focused on killing two birds with one stone: Shinan-gun’s future vision and stabilizing people’s livelihoods. The largest project is the rural basic income pilot project (KRW 192.8 billion), which is expected to become a key source of funds to solidify a stable income base for Shinan-gun residents.
In addition, the 2025 Rural Agreement (KRW 69.6 billion) to improve the residential environment and expand living infrastructure in rural areas, the youth start-up lease-type aquaculture complex creation project (KRW 15 billion) to foster local specialized industries, and the space improvement project for rural specialized districts (KRW 10 billion) were also secured on a large scale.
In particular, the Youth Rural Home Creation Project (KRW 10 billion) to attract the young population is expected to contribute to solving Shinan-gun’s population decline problem. In addition, projects to increase the sustainability of the marine industry, such as the project to create a breeding habitat for fishery resources (bulak) (KRW 4 billion), are planned to revitalize the overall industry in Shinan-gun.
Shinan-gun announced that it was able to achieve this result as a result of all departments, including the Culture, Arts and Tourism Bureau, Industry and Construction Bureau, New and Renewable Energy Bureau, Agricultural Technology Center, and Public Health Center, led by the Planning and Strategy Office, centered on Acting Governor Kim Dae-in, establishing a cooperative system and making an all-out effort to attract public offering projects. Strategic response and thorough business planning are analyzed as success factors in securing large-scale financial resources.
Kim Dae-in, acting mayor of Shinan County, said of this achievement, “I am very happy to have secured the necessary budget to substantially improve the lives of the residents of the county,” and expressed his will, “We will successfully complete the last journey of the 8th popular election, and in the coming 2026, we will focus on further solidifying the policy foundation for attracting customized projects and large-scale national projects that will be highly felt by the residents.”
Shinan-gun’s securing of this large-scale public offering project is expected to be an important milestone in accelerating regional development and solidifying the foundation for sustainable growth.
