President Claudia Sheinbaum Pardo has clarified the government’s stance on narcocorridos, a genre of Mexican music that frequently enough glorifies drug trafficking and violence. Rather than outright banning these songs, the administration is focusing on fostering a cultural shift by encouraging the creation and promotion of option musical content that champions peace and denounces violence.
This approach was highlighted following incidents at the texcoco Fair in the State of mexico, where artist Luis Conriquez refused to perform narcocorridos, leading to unrest among concert attendees. The incident underscores the complex relationship between artistic expression, public demand, and the government’s efforts to curb the influence of narco-culture.
The “Mexico Sings” Initiative: A Proactive Approach
The cornerstone of this strategy is the “Mexico Sings” festival, launched on April 7th. This initiative aims to bring together artists from both Mexico and the United States to produce music that celebrates Mexican culture without glorifying criminal activity. The goal is to provide a platform for artists who promote positive values and contribute to a more peaceful society.
president Sheinbaum emphasized that the government’s role is not to censor or prohibit, but rather to cultivate an environment where music with positive messages can thrive. It is an educational,formative process,where we all have to contribute to the fact that there is no apology for violence,
she stated.
The Legal Landscape: Balancing Freedom of Expression and Public Safety
While the federal government is prioritizing education and promotion, some states have taken a more regulatory approach. For example, the Criminal Code of the State of Mexico includes Article 211 bis, which sanctions the promotion of crime with penalties of up to six months in jail. This highlights the ongoing debate about how to balance freedom of expression with the need to protect public safety and prevent the normalization of criminal behaviour.
The debate surrounding narcocorridos is not new. For years, critics have argued that the genre contributes to the glamorization of drug cartels and desensitizes audiences to violence. Conversely, proponents defend narcocorridos as a form of cultural expression that reflects the realities of life in certain regions of Mexico. According to a 2024 study by the National Institute of Statistics and Geography (INEGI), violent crime rates remain high in several Mexican states, fueling the ongoing discussion about the role of culture in perpetuating or mitigating violence.

The Mexican government’s strategy represents a long-term investment in shifting cultural values. By promoting music that celebrates peace, denounces violence, and promotes positive values, the government hopes to gradually erode the appeal of narcocorridos and create a more peaceful and just society. The success of this approach will depend on the collaboration of artists, educators, and the public at large.
What we want is to promote that music has other contents. And we all have to promote that.
