Amidst escalating tensions between Israel and Iran,Russian President VLADIMIR PUTIN has engaged in discussions with key world leaders. The kremlin reported that PUTIN initiated conversations with Iranian President MASOUD BOUCHAKIAN and Israeli Prime Minister BENJAMIN NETANYAHU following the commencement of israeli actions on Friday,June 13,2025.

According to a statement released on the Kremlin‘s official website, the Russian President conveyed his “condolences to the leadership and people of Iran in the numerous human losses” and emphasized that “Russia condemns the actions of Israel, which violates the Charter of the United Nations and International Law.”

the subsequent day, PUTIN reiterated his condemnation of the Israeli operation during a telephone conversation with US President DONALD TRUMP, a known supporter of NETANYAHU.

Despite the strengthening alliance between Russia and Iran, analysts suggest that the Kremlin is unlikely to offer military assistance to its strategic partner.

Moscow’s Strategic Interests in Tehran

Limits to Military Assistance

Following the reported Israeli strikes, the Iranian parliament ratified the comprehensive strategic partnership treaty with Russia.While initially signed in January by both heads of state and approved by the Russian parliament two months prior, the agreement does not include a mutual defense pact. It commits both nations to abstain from aiding any adversary in the event of an attack but does not mandate military support.

Middle east Analyst MARIANA BILINKAYA, currently residing in Israel after leaving Russia following the ukraine war’s onset, believes direct military support from Moscow to iran is unlikely, at least officially. BILINKAYA suggests that Russia “has no need for that, especially as it seeks to restore or improve relations with Washington, although some interventions can not be excluded from behind the scenes.”

Russia as a Potential Mediator

MARIANA BILINKAYA also noted PUTIN’s recent offers to mediate between Iran and its rivals, referencing reports that PUTIN advised Iranian Supreme Leader ALI KHAMENEI to resume negotiations last year.

President TRUMP stated in a recent interview with ABC News that he is open to Russian mediation in the Israeli-Iranian conflict.

BILINKAYA posits that Russia “may not be able to pressure Iran the way the United States practiced as a mediator” but could serve as “a communication channel.” Russia was expected to play a critically important role in indirect talks between the United States and Iran in April, particularly if a nuclear agreement was reached.

The Guardian has reported that Moscow could be a destination for Iran’s enriched uranium stocks, potentially acting as a neutral intermediary in case of agreement violations. This arrangement implies that Russia would return the uranium if the United States violates the agreement.

Should such an agreement materialize, Germany, France, and the United Kingdom could see their roles diminished under the 2015 Iranian nuclear agreement, from which the United States withdrew in 2018.

Opportunity Amidst Western Focus on Ukraine

Experts suggest that the Kremlin benefits from the West’s preoccupation with the ongoing conflict in Ukraine. On Tuesday, June 17, 2025, Russia launched a significant attack on Kyiv, resulting in 14 fatalities and numerous injuries.

Concurrently, leaders of the Group of Seven (G7) nations are addressing the Middle East escalation during their summit in Canada. German Chancellor FRIEDRICH MERTZ previously indicated that this issue would be a primary focus.
