Putin’s Inner Circle: New Allegations Revealed

At the end of October, representatives of the Trump administration met in Miami. Among the participants were special envoy Steve Witkoff and Jared Kushner.

With them was Russian envoy Kirill Dmitriyev, who heads Russia’s State Investment Fund (RDIF) and who has been appointed as Putin’s special envoy for investment and economic cooperation.

The investment fund and Dmitrijev are on the US sanctions list, but received an exception to be able to participate.

RDIF and Dmitriyev were blacklisted after Russia’s full-scale invasion of Ukraine. The sanctions effectively prohibit American citizens and companies from having anything to do with him or the fund.

Dmitriyev also said he was in the United States for a long-planned meeting, but would not say who he would meet. According to Reuters’ sources, this meeting ended in a 28-point plan to end the war.

The plan is presented as Trump’s peace plan for the war in Ukraine, but many believe that Putin is the real architect.

Russian proposal

The plan sent shockwaves through Europe, as in the eyes of most it goes a long way in giving Russia what it wants.

According to Republican Senator Mike Rounds, Secretary of State Marco Rubio told a group of senators that the peace plan “was not an American proposal”, writes Politico.

In the conference call with the Republican senators, Rubio is said to have said that this was a Russian proposal.

– He was very clear that we were the recipients of a proposal. It was handed over to one of our representatives. This is not our recommendation. That is not our peace plan. The proposal was received, and as an intermediary we arranged to share it, but we did not make it public. It was leaked, says Rounds.

According to the BBC, Rubio also said that it was Russia who leaked the plan.

Rubio denies the claim

Publicly, however, Rubio denies that the peace plan was written by Russia.

“The peace proposal was written by the United States. It has been presented as a strong framework for the ongoing negotiations. It is based on input from the Russian side, but it is also based on previous and ongoing input from Ukraine,” writes Rubio on X.

The plan came as a surprise to US officials and has caused confusion both in Washington and at several European embassies, writes Reuters.

“This so-called peace plan has real problems, and I’m very skeptical that it will bring peace,” said Senator Roger Wicker, the Republican chairman of the Senate Defense Committee.

Raises questions

According to Reuters’ sources, Dmitriev’s participation has caused unrest in the American intelligence community. According to the sources, several fear that he is trying to use such contacts to promote Russian interests.

It is unclear whether he came to the meeting with concrete demands from Moscow, and whether these were eventually included in the peace plan.

Two people with knowledge of the meeting told Reuters that Rustem Umerov, secretary of Ukraine’s National Security and Defense Council, was also in Miami earlier this week to discuss the plan with Witkoff.

– My task during the visit to the USA was to organize meetings and prepare dialogue. I made no judgments, and more importantly, no endorsement of any points. This is not within my authority and is not in accordance with the procedures, writes Umerov on Telegram.

During Trump’s first term as president, Dmitriyev established contact with people in the president’s circle in an attempt to “reset” relations between Washington and Moscow.

Despite the sanctions, he has had contact with profiles such as Erik Prince and Jared Kushner. During the pandemic, he cooperated with Kushner on deliveries of Russian ventilators to the United States – which, according to a US official Reuters spoke to, raised concerns in the Treasury Department about possible sanctions violations.

According to Reuters, the CIA did not want to comment on the case.

Taken to bed

According to Reuters, many high-ranking officials in the US State Department and the National Security Council were taken to bed, as they are said to have not been briefed on the plan.

Two people with knowledge of the matter told Reuters that the special envoy for Ukraine, Keith Kellogg – who has been working with the Ukrainians to negotiate an end to the war and plans to step down in January – was also kept out of the talks led by Witkoff and Dmitriev.

A senior US official told Reuters that Secretary of State Marco Rubio was briefed on the 28-point plan, but did not specify when.

“Secretary of State Rubio has been closely involved throughout the process of developing a plan to end the war in Ukraine. Any suggestion otherwise is completely false. That includes talks with both sides of the conflict, many times, to facilitate the exchange of ideas to establish a lasting peace,” State Department Deputy Chief Spokesman Tommy Pigott said in a statement.

Rejects territory relinquishment

Part of the proposal implies that Ukraine must cede territory. Ukraine’s ambassador to the United States, Olha Stefanishyna, rejected the possibility on Thursday evening.

– The territorial integrity of Ukraine and changing Ukraine’s borders is not something that should be put on the negotiating table, she said.

Ukrainian President Volodymyr Zelenskyi promised on Friday that he will not let down the country’s interests.

– We did not betray Ukraine then, and we will not do it now, Zelenskyy said.

Trump said Saturday that he is open to making changes to the plan.

– The war must end one way or another, he said.

This is the plan

  1. Ukraine’s sovereignty must be confirmed.
  2. A comprehensive non-aggression agreement is to be concluded between Russia, Ukraine and Europe. All ambiguities from the past 30 years must be considered resolved.
  3. It is expected that Russia will not invade neighboring countries, and that NATO will not expand further.
  4. A dialogue is to be held between Russia and NATO, with the US acting as mediator, to resolve all security issues and create conditions for de-escalation, global security and increased opportunities for cooperation and future economic development.
  5. Ukraine will receive reliable security guarantees.
  6. The size of the Ukrainian armed forces is limited to 600,000 personnel.
  7. Ukraine agrees to enshrine in the constitution that the country shall not become a member of NATO, and NATO agrees to include in its statutes that Ukraine shall not be admitted in the future.
  8. NATO agrees not to station troops in Ukraine.
  9. European fighter planes are to be stationed in Poland.
  10. The American Warranty:
  • The USA must be compensated for the guarantee.
  • If Ukraine invades Russia, the guarantee is void.
  • If Russia invades Ukraine, a decisive coordinated military response will be launched, all global sanctions will be reimposed, and all benefits of the agreement will be withdrawn.
  • If Ukraine fires a missile at Moscow or St. Petersburg without reason, the guarantee will be considered void.
  • Ukraine will be able to become a member of the EU and will receive short-term, preferential access to the European market while the case is assessed.
  • A comprehensive global initiative for the reconstruction of Ukraine is to be established, including:
    • A development fund for investments in fast-growing industry sectors such as technology, data centers and artificial intelligence.
    • Cooperation between the United States and Ukraine on the reconstruction, development and operation of Ukrainian gas infrastructure.
    • Joint efforts to rehabilitate war-affected areas and modernize cities and residential areas.
    • Infrastructure development.
    • Extraction of minerals and natural resources.
    • A special funding package must be drawn up to support this.
  • Russia must be reintegrated into the world economy:
    • Sanction relief must be discussed and agreed upon gradually and individually.
    • The US is to enter into a long-term economic cooperation agreement with Russia in the areas of energy, natural resources, infrastructure, artificial intelligence, data centres, extraction of rare earth species in the Arctic and other joint opportunities.
    • Russia will be invited back to the G8.
  • Frozen funds must be used as follows:
    • $100 billion of Russia’s frozen assets are being invested in the U.S. Reconstruction and Investment Initiative for Ukraine.
    • The United States receives 50 percent of the profits from this business.
    • Europe adds $100 billion to boost funds available for reconstruction.
    • Remaining frozen Russian funds are invested in a separate American-Russian investment fund for joint projects with the aim of strengthening relations and creating incentives against future conflict.
  • A joint American-Russian working group on security issues will be established to promote and ensure that all points of the agreement are followed.
  • Russia will legislate a policy of non-aggression towards Europe and Ukraine.
  • The United States and Russia will agree to extend the validity of treaties on the non-proliferation and control of nuclear weapons, including START I.
  • Ukraine agrees to be a non-nuclear weapon state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
  • The nuclear power plant in Zaporizhzhya is to be put into operation under the supervision of the IAEA, and the electricity produced is to be distributed equally between Russia and Ukraine (50/50).
  • Both countries commit to implementing educational programs in schools and communities to promote understanding and tolerance, and combat racism and prejudice:
    • Ukraine must introduce EU rules for religious tolerance and the protection of linguistic minorities.
    • Both countries must abolish discriminatory measures and guarantee the rights of Ukrainian and Russian media and education.
    • All Nazi ideology and activity must be rejected and banned.
  • Territories:
    • Crimea, Luhansk and Donetsk are to be recognized as de facto Russian, including by the United States.
    • Kherson and Zaporizhzhya are to be frozen along the contact line, which implies de facto recognition of this line.
    • Russia must cede other agreed areas it controls outside the five regions.
    • Ukrainian forces are to withdraw from the part of Donetsk Oblast they control, and this area is to become a neutral demilitarized zone, internationally recognized as Russian territory. Russian forces are not to enter this zone.
  • After territorial arrangements are agreed, both Russia and Ukraine undertake not to change these by force. Safety guarantees do not apply if this is breached.
  • Russia shall not prevent Ukraine’s commercial use of the Dnipro River, and agreements shall be concluded on the free transport of grain across the Black Sea.
  • A humanitarian committee shall be established to resolve outstanding issues:
    • Exchange of all remaining prisoners and dead.
    • All civilian prisoners and hostages are returned, including children.
    • A family reunification program is being implemented.
    • Measures are put in place to alleviate the suffering of the victims of the conflict.
  • Ukraine must hold elections within 100 days.
  • All parties to the conflict must receive full amnesty and refrain from future demands and complaints.
  • The agreement is to be legally binding and overseen by a peace council chaired by Donald J. Trump. Sanctions are imposed for violations.
  • Once all parties accept the memorandum, the ceasefire will take effect immediately after both sides withdraw to agreed positions.
