The National Police recalled the Inspector General of the Ministry of Micro, Small and Medium Enterprises of the Republic of Indonesia, Inspector General Raden Prabowo Argo Yuwono, back to the Bhayangkara Corps. The recall is the aftermath of the Constitutional Court’s decision which prohibits active members of the National Police from holding positions as State Civil Apparatus (ASN) without resigning or retiring.
Karo Penmas, National Police Public Relations Division, Brigadier General Trunoyudo Wisnu Andiko initially explained that National Police Chief General Listyo Sigit Prabowo had formed a Working Group team after the Constitutional Court’s decision. It is hoped that the formation of the Working Group team will become a basis for collaborating and coordinating with related ministries/institutions.
“The National Police really respects the Constitutional Court’s decision. For this reason, the National Police Chief has formed a Working Group whose task is to carry out a quick and in-depth study, so that the implementation of this decision can proceed appropriately and not give rise to multiple interpretations,” said Trunoyudo in a written statement, Thursday (20/11/2025).

Trunoyudo said the study was carried out through coordination and consultation with relevant ministries/institutions. The Working Group also studied the principles of transferring positions of Polri members outside the Polri organizational structure.
“Based on these considerations, the National Police withdrew Pati Polri who was in the orientation process in order to transfer positions at the Ministry of MSMEs to return to the National Police environment in the context of career development on behalf of the Inspector General of Police. Raden Prabowo Argo Yuwono SIK M.Si. based on the letter from the Chief of Police dated November 20 2025,” he explained.
Trunoyudo ensured that the Working Group would continue to work simultaneously and intensively so that the National Police’s steps were in line with legal provisions and the interests of the nation.
“The Working Group team simultaneously continues to coordinate, collaborate and consult with related institutions,” said Trunoyudo.
“This is the National Police’s commitment to implement legal decisions consistently in the interests of the nation and state,” he added.
Previously, the Head of the Public Relations Division of the National Police, Inspector General Sandi Nugroho, said that there were 300 members of the National Police who held managerial positions. He said thousands of other members held staff positions, aides and bodyguards.
“So, it doesn’t mean that all 4,132 people occupy managerial civilian positions which influence meritocracy, no. But there are around 300 people there. The rest are non-managerial supporting positions,” explained Inspector General Sandi to journalists, Monday (17/11/2025).
Inspector General Sandi said that so far Polri members serving in ministries/agencies have referred to the law. Meanwhile, members of the National Police outside the structure serve based on requests.
