Police Law & Hospital Reform: Germany’s New Plans

The federal government wants to expand the powers of the federal police in the defense of drone. There are also changes in the hospital reform. There were also resolutions for social security contributions, e-scooters and cannabis availability.

According to the Federal Government’s will, the federal police will soon be allowed to shoot drones in dangerous situations. In the amendment to the Federal Police Act brought to the way by the Federal Cabinet, it was regulated that “the federal police can take measures to defend the drones,” said Federal Interior Minister Alexander Dobrindt.

In the change design for the Federal Police Act, which the cabinet decided, a competence expansion for the federal police in the drone defense is planned. This should be defined “in particular the defense against drones with suitable technical means”. The Federal Police may also “act with physical influences”, “that is, the intercept of the drones and the shooting of the drones will be regulated and possible by the federal police in the future,” said Dobrindt.

The Federal Police would be able to “tackle technically at the time against drone dangers, for example with electromagnetic impulses, with Jamming, with GPS disorder,” said the Interior Minister in a press statement. With the jamming method, the connection between drone and the pilot is interrupted with interference signals.

In addition to the amendment of the Federal Police Act, the Federal Government also decided more flexible requirements for controversial hospital reform. The Federal Cabinet launched a draft law of Health Minister Nina Warken, which, among other things, provides for more scope for exceptions and collaborations as well as longer transition periods.

The CDU politician Warken said that the reform goals of better bundling of services and more quality in supply remained untouched. With the changes, the reform should now be made suitable for everyday use. The original reform “did not pass the practical check in various places,” said Warken. There should therefore now be changes in order to avoid undesirable faults in the country.

Higher social security contributions for high earners

A regulation submitted by Federal Minister of Labor Bärbel BAS (SPD) on higher social security contributions for well -deserved employees was also approved by the cabinet. The Federal Government thus launches the increased contribution assessment limits for 2026: These determine the gross income for the statutory health insurance and pension insurance. The income above this border remains free of contributions.

After the decision, the pension contributions will be charged to income up to 8,450 euros per month from January – so far it is 8,050 euros. In the statutory health and long-term care insurance, the contribution ceiling increases from 5,512.50 to 5,812.50 euros. The Ministry of Labor justified the significant increase in borders with good wage development.

In addition, the availability of cannabis for medical purposes should be restricted. The cabinet decided to change the Medical Cannabis Act, which requires personal contact with the doctor for prescription and prohibited the shipping, as the Federal Ministry of Health announced. It pointed out that since the law came into force in April 2024, “a questionable undesirable development in the consumption of cannabis flowers for medical purposes” has been observed.

In the first half of 2025, imports increased by more than 400 percent compared to the same period last year – from around 19 to around 80 tons. “This increase is not due to an increased need for seriously ill people,” it said. Because the regulations on statutory health insurance “only rose in the single -digit percentage area”.

New rules for e-scooters

The ministers also approved a draft regulation of the Federal Ministry of Transport to e -scooters, which, among other things, provides for the equipment and the parking – but also higher fines for violations. From 2027, new e-scooters should have to be equipped with indicators. Municipalities should be able to determine rules for the parking of e-scooters, which are rented by platforms.

Regulations for e-scooters should also be adjusted to regulations for cycling. In the future, e-scooter drivers, like cyclists, should be allowed to use a displayed green arrow at a red traffic light. Bicycles and e-scooters should be allowed to park on sidewalks and in pedestrian zones if others cannot be endangered or hindered.

The warning allowance for driving on sidewalks should be adjusted to the bicycle traffic and, according to the ministry, generally increased from 15 euros to 25 euros. The warning allowance for non -permitted driving is also increased with several people – from five to 25 euros.
