PM: Boost Safety, Hygiene & Healthcare

The Vietnamese Prime Minister (PM) published La Dépêche Official No. 145, addressed to ministers, heads of organizations of ministerial rank, government agencies and presidents of the Committees of Cities and Provinces in order to strengthen the measures of safety, security, environmental hygiene and public health as the celebrations of the national holiday of September 2 and 80e anniversary of the August Revolution.

The Head of Government asked the ministries, services and localities to strictly, creative and efficiently implement the instructions of the central steering committee for the celebration of major national festivals and important events, as well as the official dispatch n ° 139 of August 21, 2025 relating to the strengthening of security on this occasion. He insisted on the need to ensure continuous permanence, with a responsible management of the rapid and effective management of any possible incident.

The Ministry of Police and the Ministry of Defense are responsible for mobilizing their forces to intensify the patrols, prevent and rigorously deal with any attack on public order, traffic rules or any hostile behavior towards the police. They must ensure the absolute security of citizens, especially in areas where the main commemorative activities are held. It is also necessary to strengthen cybersecurity and counter the dissemination of harmful information on social networks.

The Ministry of Health must ensure coordination with the local authorities and other ministries concerned to guarantee optimal health supervision during the festivities: prevention of epidemics, inspection of the quality of food and drinking water, waste management, environmental hygiene, and first aid devices. Rapid intervention medical teams will be deployed in all event places. In addition, a clear and anticipated communication must be provided to the population on health measures, prevention instructions and access points to medical aid.

The Hanoi People’s Committee is responsible for ensuring the installation of public sanitary facilities, waste collection points and the intensification of street cleaning to offer clean, safe and civilized space. It is also requested to develop rest areas for citizens participating in events as well as to distribute food, water, umbrellas, etc. for free, etc.

Volunteer forces will be mobilized to support visitors, provide free logistics assistance and support security forces in the organization of commemorative events.

The Ministry of Agriculture and the Environment is responsible for guiding localities on hygiene and cleanliness measures of public places. The Ministry of Construction, for its part, will have to ensure the safety of temporary infrastructure (scenes, stands, gathering places …) and means of transport used during major demonstrations.

The Prime Minister called on the whole population to strictly respect the rules in terms of road safety, fire prevention, environmental protection in public places so that national holiday is celebrated in joy, security and dignity.
