Prioritization of Universal Vaccination

The Mexican Federal Health Secretariat is allocating $304,579,638.80 to the state of Chihuahua for 2026 through the Salud Nacional y Acciones de Sostenibilidad (SaNAS) agreement. This funding represents a 70% increase over the previous year, driven primarily by a significant expansion of the universal vaccination program to prevent disease outbreaks.

The specific coordination agreement for public health, operating under the SaNAS system, outlines a clear division of these resources. The total amount includes 239 million pesos in federal supplies and 65 million pesos in budgetary resources. This 70% increase in total funding compared to 2025 reflects a strategic shift toward reinforcing regional health security through targeted resource distribution.

Prioritization of Universal Vaccination

A substantial portion of the 2026 allocation is directed toward the universal vaccination program. The initial budget planned for this program is $206,431,855, which will be used to distribute doses across all public health centers. This figure marks a significant rise from the $79,512,823 allocated for vaccination in 2025.

The absolute increase of $126,919,032 in vaccination funding highlights the focus on immunization as a primary defense mechanism. While the total SaNAS agreement for Chihuahua is subject to adjustments as the year progresses, the current budgetary framework places the highest emphasis on maintaining and expanding vaccine access to children and adolescents.

Response to the 2025 Measles Outbreak

The surge in immunization funding follows a period of intense public health activity in Chihuahua. In 2025, the state experienced a measles outbreak that required immediate intervention. Health officials managed to contain the outbreak within that same year by achieving a vaccination rate of more than 95%.

The containment effort involved a massive logistical undertaking. Between 2025 and March 31, 2026, health authorities applied 1,312,000 doses to secure the population against the virus. The 2026 budget serves as a follow-up to these efforts, aiming to prevent a resurgence of the disease by ensuring the continuous availability of supplies and funding for public health centers.

Broader Trends in Federal Health Spending

The increased investment in Chihuahua occurs within a larger context of shifting federal health priorities. On a national level, the federal health budget is expected to increase by 5.9% compared to 2025. Despite this growth, the fiscal reality for healthcare remains complex.

Analysis of the national budget indicates that while total spending is rising, there is evidence of stagnation in per capita spending. Furthermore, the relationship between the health budget and the Gross Domestic Product (GDP) shows a trend of stagnation. This suggests that while specific regions like Chihuahua receive large, targeted increases for critical needs such as vaccination, the broader national healthcare system is managing tight fiscal constraints.
