The head of the State Duma Committee for the Development of Civil Society, Yana Lantratova, proposed introducing an additional payment to the scholarship in the amount of 30% for students if they receive education in their “native” region.
On February 25, the deputy reported on her Telegram channel that she had sent an appeal to the head of the Ministry of Education and Science, Valery Falkov.
According to deputy Lantratova, in order to be awarded an increased scholarship, two conditions must be met: to live in a constituent entity of the Russian Federation for at least three years before entering a university and to have only excellent and good grades.
“The exceptions should be Moscow and St. Petersburg, which are the most popular destinations,” she wrote.
Lantratova noticed that many young people after school tend to move to large cities such as Moscow and St. Petersburg. Regions that actively support applicants throughout their studies often lose graduates as they leave for the capital.
The head of the committee noted that since 2017, the number of students entering universities in Moscow and St. Petersburg has increased by more than 50%. In her opinion, this leads to a shortage of qualified specialists and overloads the infrastructure of the largest agglomerations, writes Parlamentskaya Gazeta.
Previously, Penza parents were given a set of documents for admitting their children to 1st grade.
