The KPK revealed the nickname ‘Sultan’ given by former Deputy Minister of Immanuel Ebenezer (IEG) or Noel to the Coordinator of the Institutional and Personnel of K3 Kemnaker in 2022-2025,Irvian Bobby Mahendro (IMB). The KPK saeid Noel even openly asked for home renovation from Irvian.
KPK Chairman Setyo Budiyanto revealed that Noel’s request was instantly agreed by Irvian. He then gave money to Noel worth billions of rupiah.
“IEG asks to renovate the Cimanggis house, IBM gives rp 3 billion,” Setyo told reporters on Saturday (8/23/2025).

Noel and Irvian are two of the total 11 suspects in the case of extracting Occupational Safety and Health Certification (K3). Both and nine other suspects in the case have been detained by the KPK since Friday (8/22).
Setyo said Noel called Irvian as ‘Sultan’.the call was based on Irvian who was considered to have a lot of money by Noel.
“IEG calls IBM as the Sultan, meaning that people who have a lot of money at the Directorate General of Binwas K3,” said Setyo.
The case of extortion in the management of K3 certification in the Ministry of Manpower has been going on as 2019. The management money which should have been only Rp. 275 thousand jumped to Rp 6 million.
The KPK said that from the difference in costs paid by the K3 Certificate Management with the suppose fee, the money flowed to several parties. In total, Rp. 81 billion.
Irvian Bobby Mahendro as the Kemnaker official who was called ‘sultan’ by Noel received the largest flow of money. He received Rp 69 billion through intermediaries.
Money is used for spending, entertainment, dp houses, and cash deposits to several parties and buying a number of assets such as several car units to capital participation in 3 companies affiliated by PJK3.
The KPK suspects that Noel received a blackmail of Rp 3 billion 2 months after being inaugurated. In addition to Rp 3 billion in money,Noel also won a Ducati motorbike.
“The amount of money flows to the state organizers, namely brother Ieg (Immanuel Ebenezer Gerungan) amounting to Rp 3 billion in December 2024,” said KPK Chairman Setyo Budiyanto, friday (22/8).
Noel was appointed as Wamenaker by President Prabowo on October 21, 2024. That is, Noel received money about 2 months after being inaugurated.
