The problem is that for -profit activities through blogs violated the Act on the Operation of Public Institutions (Public Institution Operation Act), which restricted the employee’s job.

According to the provisions of the law, Mr. A cannot engage in a work for profit other than his job, and he must obtain permission from KISA. In particular, the Public Institution Operation Act, which requires the regulations related to national civil servants and discipline, strictly prohibits the act of advertising directly or indirectly by obtaining money or goods from the company.

This phenomenon is appearing not only in the case of Mr. A but also throughout the civil society. A typical example is science YouTuber orbits.

He was honestly disposed of from the Korea Science and Creative Foundation under the Ministry of Science and ICT in 2023. The track was reported to have appeared on YouTube channels from 2019 to 2022, and earned an outward income of 89.73 million won, including business income and other income.

As interest in Internet broadcasting and blogs such as YouTube, the number of deviations seems to be increasing in civil society.
