Álvarez clarified that the “territorial managers” will initially be on three-month fixed-term contracts. Their performance will be evaluated based on Key Performance Indicators (KPIs) and, crucially, by the social leaders within their respective territories. These phases include mayoral directives, authorization from the Center for Social Organizations, on-the-ground municipal presence, and the deployment of the “territorial managers.”

Unveiling the Full list of Appointees

While the names of the “territorial managers” were not officially announced at the presentation, Archnetys has obtained the complete list. In addition to Cortez and Bustamante, the list includes Claudia Silva, elizabeth Villalobos, emilio Krause, Francesca Costero, and Vicente Marticorena. Notably, three of these individuals have prior affiliations with the Enjoy company.

Comptroller’s Intervention Requested

Adding another layer to the controversy, the Community Union of Urban Neighbors Boards, led by former mayor Luis Burgos, has formally requested the comptroller’s Office to review the legality of Mayor Álvarez’s “territorial plan.”
