Concerns Over Trump’s Approach to Ukraine
The rift between Trump and Ukrainian President Volodymyr Zelenskiy, who Trump has called a “dictator,” has alarmed European allies already grappling with a more aggressive U.S. position on trade, diplomacy, and even internal European politics. This shift in U.S. policy has taken many European leaders by surprise.
“They could not have expected that somehow within the United States would emerge this ultra-nationalist coalition of forces that would actually challenge Europe’s voice in world affairs in such a stark and strong way,” observes Philip Golub, a professor in international relations at the American University in Paris.
Role of Macron in Shaping U.S. Negotiations
Macron, who has cultivated a relationship with Trump during their first presidential terms, insists that agreeing to a deal with Russia that undermines Ukraine would signal weakness to the U.S.’s adversaries such as China and Iran.
“I will tell him: deep down you cannot be weak in the face of President Putin. It’s not you, it’s not what you’re made of and it’s not in your interests,” Macron recently said in a social media Q&A session on the eve of his visit to Washington.

Similarly, Starmer, who has cautioned against a ceasefire that leaves Ukraine vulnerable to Russian aggression, will visit Washington on Thursday. “The end of the war cannot be a temporary pause before Putin attacks again,” he has warned.

Britain and France are pushing to demonstrate a greater commitment to European security, formulating plans for military guarantees to Ukraine. These plans are part of a broader effort to ensure European nations can play a key role in shaping the future of Ukraine.
According to Western officials, initial planning began last summer, and discussions have intensified since Trump’s election. While immediate troop deployments to Ukraine are unlikely, options for air, maritime, land, and cyber support are under consideration.
Proposed Deployment Scenarios
The proposed European military presence aims to deter future Russian attacks by protecting critical infrastructure such as ports and nuclear facilities, ensuring the Black Sea remains secure, and facilitating safe international air space.
While U.S. boots on the ground might be unnecessary for the Ukrainian border, the role of U.S. medium-range missiles and nuclear deterrence would remain essential. European troops could be stationed further west to reassure the Ukrainian population.
European Unity and International Mandate
Collaboration with countries like Denmark and the Baltic states has strengthened Europe’s commitment to Ukraine. However, the number of troops remains speculative at this stage, depending on the final agreement and international mandate.
“It’s not about the numbers of troops in Ukraine. It’s the ability to mobilise and the ability to arrange everything into a package of interoperability units,” notes a French military official.
A Western official suggests that even a force of 30,000 could be considered high.
