ISTANBUL — When a Ukrainian naval drone struck the offshore loading terminal of the Caspian Pipeline Consortium near Novorossiysk, the world noted a blow to Russia’s energy infrastructure. But the real shock rippled east to the economy of landlocked Kazakhstan, which relies heavily on that terminal.
