The intelligence findings contradict US President Donald Trump’s rationale for the war against Iran launched at the end of February.
US Director of National Intelligence Tulsi Gabbard, a Trump ally, shared the intelligence findings in written testimony as part of the annual threat assessment, but did not repeat them when addressing senators.
“Operation Midnight Hammer destroyed Iran’s nuclear enrichment program. Since then, there has been no effort to try to restore the enrichment capability,” Gabbard said in testimony to the Senate Intelligence Committee.
Asked by a Democratic senator why she did not repeat that conclusion publicly, Gabbard said she did not have enough time to read the entire testimony to senators, but did not deny anything.
Trump has repeatedly claimed that he ordered the United States to attack Iran on February 28, along with Israel, because of an imminent threat.
The president claimed after the June 2025 bombing that the United States had completely destroyed Iran’s nuclear facilities, but after February 28 he said that Tehran was close to building a nuclear bomb. Most observers disagree with Trump’s claim.
A top Gabbard aide resigned Tuesday, claiming there was no imminent threat and that Trump was being misled by Israel and the media.
In her remarks to senators, Gabbard said Iran had been hit hard but was still functioning.
US intelligence “believes that the regime in Iran is intact but largely degraded by the attacks,” Gabbard said. “If the hostile regime survives, it will likely seek … to rebuild its military, missile and drone forces,” she added.
