stmicroelectronics Announces Restructuring Plan: Impact on French Sites

Strategic Shift at STMicroelectronics: voluntary Departures and Internal Mobility

STMicroelectronics, a major Franco-Italian semiconductor manufacturer, has unveiled a notable restructuring initiative aimed at reshaping its production landscape. The plan, set to unfold by 2027, involves offering voluntary departure packages to approximately 2,800 employees out of its global workforce of 50,000. This strategic move is coupled with a considerable emphasis on internal mobility within the company.

The announcement has sparked concerns, especially in France, where STMicroelectronics operates two key sites in Isère, specifically in Grenoble and Crolles, employing around 7,500 individuals. Union representatives have voiced anxieties about potential job losses, especially at the Crolles facility.

French Workforce Adjustments: Voluntary Departures and Internal Transfers

according to union sources, STMicroelectronics is targeting approximately 1,000 voluntary departures across its French operations. This will be complemented by around 2,500 internal mobility opportunities, primarily concentrated at the Crolles and Tours (indre-et-Loire) production sites. The company aims to manage workforce adjustments through a combination of voluntary departures, internal transfers, and natural attrition.

Coupled with an estimated natural attrition rate of 300 employees annually, the restructuring plan could potentially affect a significant portion of the company’s workforce through departures or internal mobility. However, unions have expressed concerns regarding the lack of specific departure targets for each site, creating uncertainty among employees.

Concerns and Realities on the Ground

Union representatives have indicated that employees who opt for voluntary departure may be able to take advantage of enhanced GEPP (Management of Jobs and Professional Careers) measures, currently under negotiation, starting as early as September. These internal movements and voluntary departures are expected to continue until the end of 2027.

In Isère,changes are already underway. We are already witnessing movements between Crolles 200 and Crolles 300, according to union sources, with the former being decommissioned and repurposed as a testing facility. This highlights the tangible impact of the restructuring plan on local operations.

The Broader Context: Semiconductor Industry Trends

This restructuring announcement comes at a time of significant change and investment in the global semiconductor industry. Governments worldwide are investing heavily to boost domestic chip production.Such as, the US CHIPS Act is providing billions in subsidies to encourage companies to build semiconductor fabs in the United states. Similarly, the European Union is also pushing for greater semiconductor independence through its own initiatives. These global trends are influencing the strategic decisions of major players like STMicroelectronics as thay adapt to a rapidly evolving market.
