DEFENCE FUND
Following Russia’s 2022 invasion of Ukraine, then-Chancellor Olaf Scholz announced a “Zeitenwende” – a historic turning point – which included a special fund of 100 billion euros (approximately $116 billion) to modernize the military. This fund will play a crucial role in the initial phase of the defense spending increase.
From 2025 to 2027, 77 billion euros in defense spending will be allocated from this special defence fund. However, the fund is projected to be exhausted by the end of 2027.
DEBT BRAKE REFORM
A significant challenge arose regarding how Germany would sustain the 2%-of-GDP NATO spending target from 2028 onwards, especially with the constitutional debt brake rule limiting government borrowing to 0.35% of GDP.
To address this, an exemption from the debt rules specifically for defense spending was approved in March, following considerable political debate. this exemption allows Germany to borrow a total of 378.1 billion euros for defense purposes between 2025 and 2029.
