Empty Projects & Wasted Budget?

A well -known historian, educator, promoter of history, author of many books, Valdis Klishāns writes: “This morning I concluded that Facebook has updated my 2023 record of modern professional development courses. Presentations and “research” in 2025 have become useless and empty. “

According to practitioner clichan’s observations, “IZ Life”, over the last two years, all this “reports, presentations and research” culture has lost its relevance – “has become useless and empty.” In other words, she has gone out of fashion. Not only with us, but all over the world.

There is a gradual reduction in the crack between the reality that has so far dominated the information space (media, academic environment, bureaucratic apparatus, including Hollywood) and the reality visible on the street, behind the window. In the past, talking about what was really happening “behind the window” was the bad tone, but the subtle style made it pretend to be what it should be “after the prescriptions” (according to this “reports, presentations and research” culture), but now the new fashion comes into public life.

Meanwhile, the Latvian Society Integration Foundation (SIF), like a voice from prehistory, continues to operate earlier “reports, presentations and research” in cultural paradigms and spends huge resources for describing this imagination. Here’s the freshest project launched August 20: “European Social Fund Plus project“ Family Friendly Environment and Society ”, project number 4.3.6.9/1/24/I/001 The total funding for the project is 8 397 548 euro, including European Social Fund plus funding plus 7 137 915 euro

It should be noted that I have nothing in principle against the “family -friendly environment and society”. It would be great if I could create a family -friendly environment and society in Latvia for EUR 8.4 million. All the more so because most of the funding of this project comes from European funds. True, more than 1.2 million are funding from the state budget. The question is: what are the results and meaning of these projects, except for the good composition of phrases?

Here’s the declared goal: “Our goal is to build Latvia for an inclusive society where families and children feel supported and secure. In order to achieve this, we want to bring employers, families, experts, NGOs, NGOs and state institutions to discuss current needs, identify challenges and create practical solutions.”

It sounds beautiful, but perhaps it is better to give some of these money to practical work enthusiasts such as children’s rescuer from drinkers and drug addicts, Eddie Klaišis, who alone does more than all these “at the same negotiating table” together. But maybe this “at one negotiating table” calls the true goal is simple ”Taking total funding of 8 397 548 Euro ”?

Is it not “to discuss current needs and identify challenges” for more than eight million euros? Clearly SIF is still in the old time where such money is being used by holding all sorts of sites below the current need aPspring and challenging identification “signboards seemed everyday and self -evident. Money comes (whether from the EU funds or the state budget), and just have to learn it. Write neat reviews, reports,” solutions “.

The aforementioned clichan points out that these “challenge identification” measures had become quite absurd: “Their participants shared groups and couples, threw the ball to each other, explained how to play, played visions and strategies in achieving visions In other words, if there is so much money that you can’t figure out how to spend it, you can also “learn” it with playing and throwing balls each other, asking how you feel?

It was these days that I was visiting my three -year -old grandchildren. Going to play in such a company and tossing balls is logical and self -evident, but if adults do not do such actions, it is a bad sign. Unfortunately, we also see this in international relations.

In a situation where an extremely cruel, bloody war in Ukraine, Europe tried to “stabbing” until the last time, continuing “ball throwing“, “challenging identification” and “finding” solutions. Namely, with the good words to replace the works. The fact that the notorious “serious concerns” and “sharp condemnations” have been replaced by Unwavering Support (non -assistance) does not change the substance of the case. In fact, it must be acknowledged that in the fourth year of the war in Europe, the realization of stopping to be stopped and starting to do.

What do I want to say with this? We, too, end its “ball throwing” and start acting as adults. When developing our country next year and future budgets, it is necessary to reduce the expenses of bodies such as SIF, as well as ministries’ expenses for all these “ball throwing” events and “challenge identification” studies, in principle.

Let’s be realists. These “ball throwing” and “challenge identification” have a huge lobby. Thousands of people live by “learning” the money for these events and research. It is clear that this “bodysuit” will not be so easy to cover. But at least with something you have to start. During the budget consultation, at least it is necessary to strive to break this trend – the unconditional allocation of money for these imaginative measures to maintain imagination.
