East Ring Road Plan: Updates & Details

A structural plan in the making, the theme of the critical traffic re -emerged with force in the closing hours of three lanes of the ring road, the blow and response with the opposition that also landed in the city council. Michele Capitani, deputy mayor with delegation to urban planning, deals with topical issues and announces a couple of proposals that will find space in the fundamental planning document for the next few years.

Captains, we start from the viability emergency: the ring road case has proposed the lack of a quick connection to the east: what to do?

“We need new, even courageous ideas, and in the structural plan we will predict a couple. Without forgetting that this situation is generated by sensational errors of the past: a shopping center placed in the middle of the ‘river road’ which in fact prevents its correct scrolling, the lack of any forecast on the top structural plan”.

What do you propose?

“Two hypotheses. The least complex, but still not simple and which provides for the involvement of the Municipality of Monteriggioni, provides a connection between Ficareto road and the hospital area, where to provide a ring outside the Polyclinic area. It would eliminate a significant part of the traffic between Siena Nord and hospital”.

And the most complicated one?

“Since the structural plan hypothesizes the city from here to 2040, we will insert the possibility of creating a ring road that from the two pitches wandering Scacciapensieri to get to Siena Nord”.

Allows: it doesn’t seem very realistic.

“We must try to think of unpublished perspectives, if this solution had been included in the 2007 plan, perhaps now we would have a concrete project and a hypothesis of spending on which to think about. Instead, even in a period when it could be counted on important additional resources, we did not have anything about it. We want to think that one day we can give an answer to an evident problem like this”.

But to date it is not even possible to make the parallel strand in viale Toselli, which does not seem so demanding …

“There was a long journey to find a good -natured solution with the owners. The intervention will be done, it will not be decisive but important yes”.

However, they remain on the long or very long range table: and in the meantime?

“In the meantime, but here the dialogue is also with the Mobility Department, it could be time to reason even on innovative indications, such as the institutions of some unique senses in nerve areas”.

Like the ring around the station? It was also talked about in the last mandate, then he did not do anything about it.

“It is a possible example in a critical area, but all to be evaluated and involving all those directly concerned”.

However, the opposition accuses you, with various tones, of substantial immobility on the theme of works and planning. What replies?

“That it is a falsehood. The Municipality was even brought up for the times of the work on a road in which it has no competence. And for which another body, the prefecture, has rightly centralized the communication to avoid messages other than multiple sources”.

The accusation is also of delays on the structural level, with the stops imposed by the safegardia regime, and of a use of improper variants.

“The times of the structural plan are defined. By September we will go to the adoption, for the approval I hope for March next year. And within the mandate also the new operational plan”.

And the variants?

“Urban strategies must travel at two speeds: planning, of course, but also the ability to adapt to contingencies, as in the case of the Erp plan in San Miniato to obtain funding, maintaining those interventions consistent with the general framework”.
