Luxury Hotel and Apartment Complex Proposed for Cottesloe Faces community Opposition
A proposed development in Cottesloe, Western Australia, featuring a luxury hotel and residential apartments, has met with meaningful community backlash due to concerns over its height and scale.
A development proposal for a mixed-use complex in Cottesloe, Western Australia, is under consideration by the Western Australian Planning Commission.The project includes a 128-room luxury hotel on the lower levels and 125 residential apartments above, comprising studio, one-, two-, and three-bedroom units, as well as penthouses.
The hotel component is planned to feature a restaurant, function area, lounge, bar, co-working spaces, and a pool. Residents woudl have access to communal amenities on the podium roof, including a pool, cocktail lounge, and a gym.
The development also includes four levels of basement parking with 289 car bays.
Community Opposition and Concerns
The proposal has faced considerable opposition from the community. During the public feedback period last year, less than 10 per cent of the 764 public submissions expressed support for the development.

Over 90 per cent of the submissions either opposed the project outright or supported it only if a 10-storey height limit was imposed.
The Town of Cottesloe has also formally objected to the development,citing concerns about the building’s height and scale,as well as the potential for overshadowing of Napoleon Street. The town’s structure plan stipulates that a maximum height of 10 storeys is the moast the site can accommodate “without significant negative impact on character and amenity”.
