The governor Jennifer Gonzalez Colol announced the launch of three projects that expand digital access to various public services, in order to facilitate transactions for drivers and taxpayers in Puerto Rico.

The initiatives: Cesco Cash, AutoExpreso Direct and the Fine Payment Plans Platformwill allow management of the Department of Transportation and Public Works (DTOP)he Treasury Department and other agencies without the need for a credit card or bank account.
“Every citizen will be able to carry out transactions such as license renewals, vehicle transfers and payment of fines without the need for a credit card or bank account, thanks to the integration of Cesco Digital with ATH Móvil and the expansion of more than 1,000 physical payment points distributed in banks, savings and credit cooperatives, pharmacies and gas stations,” explained the governor.
He added that the objective is that “residents in rural areas or people without access to banking services can complete essential procedures from anywhere on the island”.
According to the government, the new tools seek to address the reality of thousands of people who could not access digital services due to banking or geographic limitations.
The integration with the Cesco Digital system and with ATH Móvil will allow payments to be processed in real time and be immediately reflected in the Treasury and DTOP systems.
The AutoExpreso Directo project will expand the payment options for outstanding fines and tolls from just 10 physical locations to more than 1,000 points around the island, including Vieques and Culebra. Drivers will be able to pay at affiliated banks, cooperatives, pharmacies and gas stations, at no additional cost and with immediate confirmation of transactions.
Furthermore, the new Fine Payment Plans Platformcreated in accordance with Law 52-2025, will allow flexible payment plans to be established to settle traffic debts. The tool will be available online and at more than 500 service points, accepting payments in cash, ATH and cards.
