He Basque government will invest 125 million euros annually until 2030 in improvements to educational infrastructure with the aim of modernizing these facilities, reinforcing essential public services and expanding opportunities for students, as announced by the Minister of Education, Begoña Pedrosa, in the presentation of the ‘Hezkuntza Eraiki 2030‘ program, endowed with a global amount of 750 million euros.
Pedrosa presented this Monday, before the Education Commission of the Basque Parliament, this new infrastructure plan, which includes the strategy to modernize and transform educational spaces in Euskadi in the period 2025-2030.
The counselor has stated that this plan aims to create “infrastructures that educate, care and connect with the real needs of our time”.
In this sense, he has indicated that ‘Hezkuntza Eraiki 2030’ reflects the commitment of the Basque Government with a public school “that advances strongly, that innovates and that guarantees the best learning conditions for all its students.”
The new plan was born as an evolution of the previous ‘Infrastructure Plan 2019-2023’ and is aligned with the Basque Education Law. The objective of the document is modernize educational infrastructure, strengthen essential public services and expand opportunities for students.
In her appearance, the counselor stressed that this investment effort will mobilize 750 million euros until 2030; that is, an average of 125 million euros annually. The counselor has cited several “large-scale” projects in the three historical territories.
Pedrosa has specified that this investment effort is already translating into notable projects linked to the new construction line, with examples in Álava, Bizkaia and Gipuzkoa. In this way, he has indicated that in Álava, the CPI-IPI Aldaialde de Gasteiz will have an investment that exceeds eleven million euroswith the start of works scheduled for early 2026.
In the case of Bizkaia, the IES Barandiaran de Leioa has a budget of twenty million euroswith the works already underway and completion scheduled for the end of 2026. In turn, in Gipuzkoa, the IES Egape de Urnieta has an investment of 11.6 million euros assigned, with a completion forecast for the summer of 2027.
These are three of the actions with the largest budget planned in the ‘Hezkuntza Eraiki 2030’ strategy within the line of new construction. He has also stressed that these investments not only serve large population centers, but also They are committed to educational quality in rural environments and with a smaller population.
As examples, he cited the actions planned in the CEIP Garazi of Legutio, with an investment of 2.7 million euros; the CEIP Haizeder of Ea, with 8.5 million euros; or the CEIP Itsasondo, with 3.8 million euros, municipalities in which the Basque Government promotes integrated schools in rural environments.
Rehabilitations and extensions
Likewise, he recalled that the plan takes into account all the stages and teachings, and also the projection of special regime teachings. In the field of rehabilitation and expansion of educational infrastructure, the counselor has cited several relevant actions, such as the expansion of the CEIP Lantziego, with a budget of three million euros; the intervention in the CIFP Elorrieta-Errekamari, with an investment of 7.6 million euros; and the expansion of the CEIP Astigarraga HLHI, with a budget of 3.4 million euros.
These works are part of the objective of improve and adapt educational centers to current needsreinforcing the public network throughout the territory.
The plan articulates its main strategic objectives and specifies them in six major lines of work. ‘Hezkuntza Eraiki 2030’ pursues modernize and make educational infrastructure more sustainableimprove the accessibility and comfort of the centers, promote digital transformation and pedagogical innovation and transversally integrate diversity, inclusion and the gender perspective.
These six lines group the investment planned in the plan: new constructions (30%), comprehensive rehabilitation of centers (35%)flexible classrooms and technological-digital challenge (15%), school cafeterias and comprehensive kitchens (10%), collaboration with city councils through the Udal Eraiki program (5%) and actions linked to diversity and inclusion (5%).
