Enhancing Efficiency and Transparency in Argentine Film Funding

Buenos Aires, Argentina – The National Institute of Film and Audiovisual Arts (INCAA) has announced Resolution 184/2025, a comprehensive update to the procedures governing the recognition of production costs for Argentine films. This resolution, effective immediately, aims to streamline administrative processes, optimize resource allocation, and ensure greater transparency in the use of public funds within the film industry.

Key Objectives of the New Resolution

The primary goals of resolution 184/2025 are multifaceted, focusing on:

  • Optimizing Administrative Processes: By clarifying guidelines and leveraging online platforms, INCAA seeks to reduce bureaucratic hurdles for filmmakers.
  • Rationalizing Resource Allocation: The resolution aims to ensure that funds are used effectively and efficiently, maximizing the impact of public investment in the film industry.
  • Promoting Transparency: Clearer documentation requirements and audit procedures are designed to enhance accountability and prevent misuse of funds.

revised Guidelines for Cost Recognition

Resolution 184/2025 introduces several key changes to the cost recognition process. these include:

  • Standardized Documentation: Producers are now required to submit detailed invoices, bank payment records, and proof of social security contributions, all organized according to specific project types (fiction, documentary, animation) as outlined in Annexes I, II, and III of the resolution.
  • Mandatory Audits: to ensure financial integrity, mandatory audits will be conducted if invoices from a single entity exceed 5% of the total production cost.Sampling techniques will be used for smaller amounts.
  • Online Submission: All documentation must be submitted electronically through the INCAA online platform, with a deadline of 120 days after the film’s premiere date.

post-Production Budget Updates

Recognizing the dynamic nature of filmmaking, the resolution includes provisions for budget updates during the post-production phase. Annex IV outlines specific conditions for these updates, allowing producers to adjust their budgets to reflect unforeseen costs or changes in project scope. This is especially relevant given the increasing complexity and technological demands of modern post-production workflows.

This update can only be applied to the items detailed in Annex IV, under the conditions established for each type of project.

Impact on Filmmakers and the Industry

The updated regulations are expected to have a significant impact on Argentine filmmakers. By streamlining the cost recognition process, INCAA aims to reduce administrative burdens and allow filmmakers to focus on their creative work. The emphasis on transparency and accountability is also intended to foster greater trust between the agency and the film community.

According to recent data from the Observatory of the Audiovisual, in 2024, Argentina produced over 200 feature films, showcasing the vibrancy of its film industry. These changes are designed to support continued growth and ensure the sustainable progress of Argentine cinema.

Transitional Measures and Repealed Resolutions

To ensure a smooth transition, Resolution 184/2025 includes transitional provisions for ongoing projects.Specifically, projects that have already begun filming or submitted partial cost reports under previous regulations (INCAA Resolutions 439/2014 and 753/2009) will have the option to either adhere to the old rules or adopt the new ones.

INCAA Nº 439/2014 and No. 753/2009 and its amendments are formally repealed, except for active projects that have initiated filming or presented partial surrender at the time of the dictation of the present.
