The Ministry of Energy and Mineral Resources (ESDM) stated that the need for diesel imports by private business entities operating gas stations is only permitted until March 2026. Starting April 2026, all diesel needs will be met from domestic oil refinery production.
Director General of Oil and Gas (Migas) at the Ministry of Energy and Mineral Resources, Laode Sulaeman, said the policy was in line with the government’s plan to stop importing diesel fuel by 2026. This was also in line with the operation of the Refinery Development Master Plan (RDMP) project.
“The Minister of Energy and Mineral Resources has said that in 2026 we have announced that we will no longer import diesel fuel. Yes. The RDMP is already operational, but operationally, the RDMP or Pertamina will need three months of preparation. Three months of preparation, after that there will be enough stock for everyone, including the private sector, in April we will stop everything,” he said when met at the Ministry of Energy and Mineral Resources Office, Central Jakarta, Wednesday (24/12/2025).

Laode said that his party had sent a letter regarding the plan to private gas stations to immediately coordinate with Pertamina to get a diesel allocation after March 2026. That way, the allocation would automatically be recorded in the Commodity Balance Information System (SINAS NK).
“Yes, we have written a letter to the private sector. So we require them to immediately coordinate with Pertamina to obtain domestic allocations,” he said.
Meanwhile, the need to import petrol is still ongoing. This is because the oil refineries do not yet have the ability to meet these needs.
“This is because we already produce domestically, so it’s impossible for it to be produced domestically, otherwise there are still petrol imports? Still, because domestically we are not able to serve it as a whole,” he said.

Previously, Minister of Energy and Mineral Resources Bahlil Lahadalia emphasized that Indonesia would stop importing diesel fuel next year. This is in line with the plan to inaugurate the Balikpapan Refinery Refinery Development Master Plan (RDMP) project in December 2025.
Bahlil said that the existence of this largest refinery would increase production capacity by around 100 thousand barrels per day for diesel. With this addition, national diesel production and consumption is considered sufficient.
Bahlil even said that even though the biodiesel blending policy has not been pushed to B50, Indonesia will still not import diesel next year.
“I also reported about next year, Mr President, with the operation of the Balikpapan RDMP adding approximately 100,000 more barrels per day for diesel. So starting next year Indonesia will no longer import diesel, because between consumption and production we have enough,” said Bahlil at the Plenary Cabinet Session at the Presidential Palace in Jakarta, Monday (15/12/2025).
Bahlil said that this refinery project and the implementation of B50 would give Indonesia a diesel surplus which is estimated to reach around 4 million tons. The surplus will be converted into aviation fuel products.
“We are thinking, if we really want to push to B50, then we will convert the surplus amount of diesel around 4 million tons to make aviation fuel products, so that in 2026, God willing, we will have diesel clear, “We can also produce the aviation fuel domestically,” he said.
