Workers of Taiheiyo Shinju Vietnam Co., Ltd. (Van Don Special Economic Zone) carry out embryonic cell implantation in the pearl oyster farming process.

Taiheiyo Shinju Vietnam Co., Ltd. (Van Don Special Economic Zone), a Japanese-owned enterprise specializing in export pearl farming, is an example of rigorous implementation of social security and health insurance policies. Established locally for 27 years, the company currently employs 216 people on a stable basis, with an average income of around 15 million VND per person per month. Every month, it pays around 500 million VND to insurance funds, and also provides transportation, well-being and support for its employees in difficulty.

Mr. Pham Van Phong (56), a long-time employee of the company, said: “Since the establishment of the company, the management has always fully implemented social insurance and health insurance schemes for employees. In particular, female employees are assigned suitable positions which guarantee their safety and health. »

According to Ms. Ngo Thi Vui, Acting General Manager of Taiheiyo Shinju Vietnam Co., Ltd., full compliance with insurance regulations is a responsibility and an essential factor in ensuring the stability of the workforce and sustainable development of the company. The company has never been late in paying insurance contributions or paying its employees’ salaries.

In November 2024, a representative of the provincial social insurance agency introduced the regulations and policies on social insurance, health insurance and unemployment insurance to Tonly Vietnam Electronics Technology Co., Ltd. (Dong Mai Industrial Park).
In November 2024, a representative of the Provincial Social Insurance Agency communicated to employees of Tonly Vietnam Electronic Technology Co., Ltd. (Dong Mai Industrial Park) regulations, policies and laws on social insurance, health insurance and unemployment insurance.

The dissemination of social insurance and health insurance policies is no longer limited to SMEs, but now extends widely to large industrial zones. Conferences organized by the provincial social insurance agency, in coordination with relevant departments and agencies, are an essential tool to ensure that policies reach target audiences and meet their specific needs. Dialogue sessions are organized directly within companies, providing workers with the opportunity to directly exchange information and better understand their rights and obligations.

At Tony Vietnam Electronics Technology Co., Ltd. (Dong Mai Industrial Park), a foreign-invested enterprise employing nearly 6,000 people, the average monthly social security contribution is around VND10 billion. Coordinating the dissemination of information and dialogue around social security, health insurance and unemployment insurance is a constant priority for the company.

According to Mr. Long Jie, Human Resources Director of Tonly Vietnam Electronics Technology Co., Ltd., these dialogue sessions not only allow employees to better understand company policies, but also provide social security officials with an opportunity to get direct answers to their business questions. This is a very concrete initiative that contributes to establishing harmonious and stable working relationships.

Alongside its public awareness campaigns, the provincial social insurance agency places particular importance on controlling and monitoring the application of policies within companies, particularly those experiencing late payments or arrears in contributions. In order to reduce the number of delays or fraud in social contributions during the second half of 2025, the provincial social insurance agency has set up three interministerial working groups, placed under its authority, responsible for directly supporting companies showing signs of infringement.

The inspection department of the Provincial Social Insurance Agency works with companies that have arrears in social insurance, health insurance and unemployment insurance contributions for November 2025.
The inspection department of the Provincial Social Insurance Agency will work with companies that have unpaid debts in social insurance, health insurance and unemployment insurance (November 2025).

During these meetings, the working groups clarified the amount and duration of the debt and analyzed the serious consequences that ensued for the rights of the participants. These violations not only directly harm workers, but also undermine the overall objective of social security. In addition to reminding companies of their obligations, the working groups also disseminated the legal provisions and sanctions, thus raising companies’ awareness of their social insurance obligations.

Since the beginning of 2025, the Provincial Social Insurance Agency has coordinated the organization of 255 information conferences, reaching more than 16,000 people; it also implemented 110 awareness campaigns on voluntary social insurance and family health insurance; and she has published more than 3,000 articles and reports on provincial media platforms, helping to disseminate social security policies in all residential areas. Thanks to the coordinated implementation of these measures, by the end of November, the province had more than 322,500 people affiliated with social insurance, an increase of more than 17,100 people compared to the same period in 2024, thus reaching 102.2% of the annual target. The number of people covered by health insurance has exceeded 1.3 million, representing a coverage rate of 95.75% of the population.

By emphasizing the link between policy diffusion and broadening participation, Quang Ninh Social Insurance steadily builds an extensive and sustainable social security system, thereby significantly contributing to the region’s socio-economic development goals.
