Representatives of Argentina, Paraguay, Panama, Bolivia, Ecuador and Peru This Saturday they signed a declaration in which they call for the “restoration of democratic order” in Venezuela.

The signatories “ratify their firm decision to achieve, by peaceful means, the full reestablishment of the democratic order and unrestricted respect for human rights in Venezuela,” according to the statement, released by the Ministry of Foreign Affairs of Paraguay.

Likewise, the six countries express their “deep concern” about the “serious migratory, humanitarian and social crisis in Venezuela” and they remember that Caracas is a “State suspended from Mercosur in the application of the Ushuaia Protocol on Democratic Commitment.”

In particular, they recall the complaints from United Nations human rights organizations about the “persistence of arbitrary detentions and forced disappearances.” For this reason, they urge the Venezuelan authorities to “meet international standards in this matter, to immediately release and guarantee due legal process, as well as the physical integrity, of all citizens arbitrarily deprived of their liberty.”

The document has been signed by the president of Argentina, Javier Milei; that of Paraguay, Santiago Peña; that of Panama, José Raúl Mulino; the Minister of Foreign Affairs of Bolivia, Fernando Hugo Aramayo Carrasco, and authorities from Ecuador and Peru meeting on December 20, 2025 in Foz de Iguazúcoinciding with the celebration of the Mercosur summit.
