In 2024 alone, URSSAF initiated 34,000 actions nationwide to combat undeclared work, aiming to recover unpaid contributions and ensure fair competition among businesses.

Lorraine’s Success Story: A 70% Increase in Recovered Funds
The Lorraine region has demonstrated remarkable success in tackling hidden labor. URSSAF Lorraine has significantly ramped up its efforts, achieving a considerable increase in recovered funds. From €7.3 million in 2022, the amount surged to €19.95 million in 2024,resulting from 1,150 control actions,including 203 targeted investigations based on suspicion of illegal activities.
Nicolas Demess, director of control/LCTI (fight against illegal work) of URSSAF Lorraine, highlighted the impressive results during a recent press briefing, stating that the result is up approximately 70 % compared to that recorded in 2023 (11.9 million euros). the figures for the first quarter of 2025 are a continuation.
However, Demess also noted that a single major case contributed significantly to the 2024 figures, accounting for €7.5 million in recovered funds.
Strategic Focus and Enhanced Resources
The increased effectiveness of URSSAF Lorraine can be attributed to a strategic shift in focus and a significant investment in resources. public authorities have directed URSSAF to prioritize the detection and prosecution of concealed salaried or activity employment. To achieve these goals, URSSAF has implemented several key improvements:

- Network collaboration: Strengthening partnerships with law enforcement agencies, the judiciary, labor inspectors, and other relevant bodies.
- Advanced Data Mining: Utilizing sophisticated data analysis tools to identify potential cases of hidden labor.
- Increased Human Resources: Doubling the workforce dedicated to combating concealed work over the past five years.
Transnational Cases: A Growing Challenge
The lorraine region’s proximity to Luxembourg presents unique challenges in the fight against hidden labor. Some businesses attempt to exploit the border by engaging in questionable legal arrangements, such as abusing personnel detachment practices or failing to comply with European social security regulations.
According to Philippe Béard, regional manager of URSSAF Lorraine in the fight against illegal work, transnational files represent a significant portion of their workload. Last year, in Lorraine, six of these files were educated for a recovery amount of contributions amounting to 8.9 million euros.
Béard also emphasized the importance of maintaining strong relationships with Luxembourg authorities to address these cross-border issues effectively.
Of the ten largest cases currently being handled by URSSAF Lorraine, six involve transnational elements. The Moselle department accounts for approximately 45% of the actions, followed by Meurthe-et-moselle at around 35%. This distribution reflects the economic weight of moselle within Lorraine and its proximity to Luxembourg.
The major case mentioned earlier, involving the provision of welders, also has Luxembourg ramifications,
highlighting the complex nature of these transnational investigations.
