Vitaliy Lapa Pleads Guilty to Cocaine Offense in Ireland

One of seven men accused in connection with a significant drug trafficking case has entered a guilty plea. Vitaliy Lapa, a Ukrainian national, is set to face further legal proceedings in Ireland after admitting to offenses related to cocaine possession.

The drama unfolded in September 2023 when the Irish Defence Forces’ Army Rangers conducted a raid on theMV Matthew, a Panamanian cargo ship. The operation resulted in the largest cocaine seizure in Irish history. The 2.25 tonnes of the controlled substance seized were valued at more than €157 million.

Lapa’s Guilty Plea

On Monday, Vitaliy Lapa, 62, appeared before the non-jury court. He pleaded guilty to attempting to have cocaine in his possession for sale or supply between September 21 and 25, 2023. At the time, the drug’s market value exceeded €13,000, classifying it as an indictable offense.
According to legal documents, Lapa’s actions violated the Misuse of Drugs Regulations 2017 to 2023, stemming from section 5 of the Misuse of Drugs Act 1977.

Response to the Plea

Sean Guerin SC, representing the Director of Public Prosecutions (DPP), accepted Lapa’s guilty plea on a full facts basis. The prosecution noted that the other charge against Lapa would be addressed in due course. His legal counsel, Caroline Latham BL, requested a probation report, highlighting Lapa’s ties to Ukraine and lack of local connections.

In her ruling, Presiding Judge Ms Justice Melanie Greally declined to order a probation report at this time but left the possibility open for future consideration. Lapa was remanded in custody until February 24, when his case will be revisited.

The Other Accused Individuals

Alongside Lapa, six other men were charged with offenses arising from the cocaine seizure. They recently applied to the Special Criminal Court to have the charges dismissed, but the court will deliver its ruling on Thursday.
It’s worth noting that Lapa was the sole accused who did not apply to have his case dismissed under the Criminal Procedure Act.

The six men include:

  • Mykhailo Gavryk (32) and Vitaliy Vlasoi (32) from Ukraine
  • Soheil Jelveh (51) and Saeid Hassani (39) from Iran
  • Cumali Ozgen (49) from the Netherlands
  • Harold Estoesta (31) from the Philippines

All are charged with drug trafficking offenses at sea, as outlined in the Criminal Justice Act 1994.
