The plan, which will be detailed in the 2026 budget, is part of the new financing model desired by German Chancellor Fridrich Merz and Defense Minister Boris Pistorius, aimed at excluding military spending from the constitutional debt constraint. According to Politico, only 5% of the projects – equal to around 14 billion euros – are linked to foreign suppliers, but these include the most strategic components of German defense, from nuclear to surveillance and long-distance attack capabilities.
