USAid Freeze Puts Ukraine’s Critical Projects at Risk
Ukraine is reeling from a sudden decision by the Trump administration to pause all US foreign aid programs immediately. This move has effectively stopped numerous projects across the country, ranging from military veteran rehabilitation to independent media and anti-corruption initiatives, almost overnight.
The Surprise Announcement
It was anticipated that the incoming administration would review USAid, the US development agency, but there were hopes that funding for Ukraine, especially critical programs, would be exempted or at least phased out gradually. Instead, a “stop work” order issued last Friday has left hundreds of projects without funding, initially for a 90-day review period. The Kyiv USAid office’s attempts to secure exemptions for vital programs have reportedly been unsuccessful.
“They requested a waiver for some of the things they considered critical but didn’t get it,” said a source familiar with USAid discussions in Ukraine. “It’s clear that the new administration wants to destroy what was there before and build something completely new.”

Zelenskyy’s Response
The Ukrainian president, Volodymyr Zelenskyy, has vowed to优先itize crucial USAid-funded programs and explore alternative funding sources. According to Zelenskyy’s adviser Mykhailo Podolyak, projects like those for prosthetic limbs and special rehabilitation cannot be abruptly halted. The government will focus on these areas during the funding pause.

While military aid and direct budgetary assistance to Ukraine remain unaffected, USAid had disbursed more than $7.6 billion in humanitarian and development aid since the full-scale invasion in February 2022. George Chewning, executive director of the US-Ukraine Veterans Bridge, notes that the freeze caught many off guard. Partner organizations in Ukraine have seen their projects abruptly halted. Veteran Hub, for instance, announced the closure of a telephone hotline that provided support and counseling to traumatized veterans.
“A lot of people thought there might be a thorough review and were prepared to justify their work and their projects, but there certainly wasn’t an expectation that the funding would be halted,” said Chewning.
Impact on Veterans
The cuts could be particularly detrimental to veterans’ organizations. Donald Trump’s expressed wish to negotiate an end to the war could result in hundreds of thousands of recently demobilized veterans needing to reintegrate into society. This challenges the organizations tasked with these responsibilities, as many are already struggling to secure alternative funding.
Humanitarian Projects at Risk
USAid also managed numerous regional humanitarian aid projects. These initiatives have been left in limbo without a clear path forward after the sudden halt. Vitalii Lukov, the deputy mayor of the southern city of Mykolaiv, illustrates the uncertainty. The city has been heavily reliant on international aid since early in the war.
“USAid was the quickest to provide us with diesel generators, and energy efficiency projects are almost finished. But what will we do if Russia attacks our energy again tomorrow?” Lukov asked.

Media Organizations Struggle
The US development agency also supported many of Ukraine’s independent media outlets. Bohdan Lohvynenko, founder of the Ukraïner online news portal, reports that over 80% of the site’s funding came from the US. This drastic reduction threatens the outlet’s survival, as it faces difficulties raising money during wartime.
“There is no viable advertising market for war reporting, leaving us with community support or a paywall model,” he said. “However, raising money in this way during wartime is very difficult, with most citizens preferring to use their money to support the military.”
Katerina Sergatskova, co-founder of the 2402 foundation, which supports and trains Ukrainian journalists, warns that many media outlets risk closure.
“Some [media outlets] will survive but many will not. Already a lot of people are losing their jobs,” she said. “If places have a cash reserve, they may be able to survive for the next three months, but the uncertainty is killing them.”
Impact on Workers
The abrupt cessation means that projects are being halted almost immediately, leaving individuals in limbo. Oleh Velhan, like thousands of Ukrainians, received an email notifying him that his service agreement would be suspended starting the next day without any clear end date.
“I felt frustrated and angry. All the projects I had been working on are gone. I’ve been notified that the contract might be renewed, but the uncertainty is killing me,” said Velhan, who works for a company providing services to an organization in the healthcare sector.

The situation leaves a host of organizations unsure about the future direction of USAid projects in Ukraine. As the government and various NGOs seek alternate funding, questions linger about the sustainability of these vital programs. The cut-off without prior notice or adequate transition has created significant disruption.
