“America First” in film: 100% Tariffs on Foreign Productions

Amidst ongoing debates and discussions, and coinciding with the announcement of the Alcatraz prison’s reopening, Trump declared his intention to impose a 100% tariff on all films produced outside the United States. This unprecedented protectionist measure aims to bolster the American film industry and curb foreign cultural influence.

Trump stated, America has to return to being the protagonist in the world of cinema. Enough with foreign films that invade our screens, we must enhance American talent and creativity. He argued that Hollywood is devastated by the trend of American directors and studios working abroad.

This is a concerted effort by other nations and, therefore, a threat to national security. In light of this new “emergency”, I authorize the Department of Commerce and the United States Commerce representative to immediately start the process of establishing 100% duties on all films coming in our country and produced in foreign lands. We want again films made in America!

Secretary of Commerce Howard Lutnick echoed this sentiment, stating, We are working on it.

Hollywood’s Mixed Reaction: Incentives vs.Protectionism

Despite the intended benefits, Hollywood studios have expressed reservations about the proposed tariffs. The decision to film abroad often stems from attractive incentives, tax breaks, and lower labor costs offered by foreign governments. Countries like the United Kingdom, Hungary, Australia, New Zealand, and Canada provide significant financial advantages to major studios like Disney, Warner Bros., Universal Pictures, Netflix, and Amazon.

These incentives can significantly reduce production costs, making overseas locations more appealing despite the potential drawbacks of working outside the US.

California’s Film Industry: A Closer Look

While Hollywood seeks similar incentives, California’s film production has seen a decline in recent years. According to FilmLA, a non-profit association, film and television production in Los Angeles has decreased by nearly 40% in the last decade. The International Alliance of Theatrical Stage Employees estimates that approximately 18,000 full-time jobs have been lost in California over the past three years.

This decline highlights the complex challenges facing the American film industry, balancing the need for competitive incentives with the desire to maintain a strong domestic production base.
