A New Era for Traffic Fine Payments in Pachuca

In a bold move to enhance clarity and curb corruption, Pachuca, Mexico, has overhauled its traffic fine payment system. Effective March 23, 2025, the city has eliminated cash transactions at official traffic modules, opting instead for a streamlined process involving card payments and a partnership with a major convenience store chain.

The Drive Behind the Change: Addressing Corruption Concerns

The impetus for this significant shift stems from widespread citizen complaints regarding mismanagement of funds, instances of fines levied without proper receipts, and allegations of corruption within the existing system. These issues prompted city officials to seek a more secure and accountable method for handling traffic fine payments.

This initiative follows a trend seen in other regions, such as Edomex, where mobile radar systems have been deployed to improve traffic enforcement and reduce opportunities for bribery. According to a 2024 report by Transparency International,Mexico ranks poorly in perceived levels of corruption,highlighting the urgent need for such reforms.

How the New System Works: A Step-by-Step Guide

The revamped system introduces a clear and structured process for drivers who receive a traffic infraction:

  1. Visit the traffic module to determine the exact amount of the fine.
  2. Receive a payment form containing a unique reference number if planning to pay in cash.
  3. Make the payment at any OXXO store location using cash, or pay directly at the traffic module using a debit or credit card.

OXXO Partnership: A Key Component of the New Strategy

A strategic agreement with OXXO, a ubiquitous convenience store chain with approximately 80 branches throughout Pachuca, is central to the new payment system. OXXO will serve as the sole authorized cash payment location for traffic fines,providing a convenient and secure option to direct payments at traffic modules.

Traffic modules, such as the one located on Jaime Nunó street, will continue to operate as central management points for fines but will only except card payments.

Incentivizing Compliance: Rewards for Timely Payments

Beyond improving the payment process,the Pachuca City Council is also implementing programs to incentivize timely payment of fines. These incentives include raffles featuring prizes such as a house sponsored by the Cesvin group and a luxury truck donated by the construction company Emgo.
