Toulouse First-Time Buyer Grant: Up to €10,000 Available

Faced with the crisis, Toulouse widens access to its housing assistance for first-time buyers. By raising the income ceilings, the city hopes to support more households to the property. Who can benefit from it?

Since last March, the Toulouse Municipal Council has voted to increase the resource ceilings giving the right to the Toulouse accession loan (PAT). Set up in 2016, this municipal system aims to support residents wishing to make their first real estate purchase in the pink city.

So far, the PAT was reserved for single people winning up to € 34,500 per year and couples up to € 51,750. From now on, these ceilings increase respectively to € 49,000 for a single person and € 73,500 for a couple, depending on the municipal deliberation passed in March 2025. This measure aims to expand access to property, in a context of housing crisis nationwide. “We wanted to facilitate access to property for those who wish, and act on the purchasing power of the Toulouse, especially the most fragile,” explains Mayor Jean-Luc Moudenc.

A help with the zero rate loan

According to the town hall, these new ceilings align with those of the zero rate (PTZ) of the State. The PAT helps up to € 6,000 for any purchase in the old one (accommodation over 5 years old), and up to € 10,000 for the purchase of new property in a priority district. According to the town hall, it is also a question of supporting the objective of diversifying the habitat.

Take the example of a couple without children, perceiving € 70,000 per year. Before the reform, this home would not have been eligible for the PAT. From now on, it can claim € 10,000 for the purchase of new accommodation in priority district. A sum that can make the difference in a financing assembly.

PAT requests are deposited with the Housing Service of the Toulouse town hall.
